Pei Chang Qing graduated from the Beijing Dance Academy, and she is currently a full-time lecturer (Chinese Dance) at the School of Dance, The Hong Kong Academy for Performing Arts since 2003. 

She performed with the Dance Theater of Gansu Province Company from1985-1987 and danced the leading role in the Overture of Kong Hou for the China Art festival; principal role in the Chinese ballet The Silk Road & Flower Rain; and received Outstanding Performance Prize at the “2nd Peach & Plum Cup Dance Competition”.   She started lecturing at the Beijing Dance Academy during 1994-2000 and received Acquirement Professional Qualifications in lecturer by Ministry of Education China in 1996; Outstanding teacher award and Advanced Worker award by the Beijing Dance Academy; Outstanding Teacher Prize by the Ministry of Culture China.  She was invited as a guest lecturer at The Hong Kong Academy for Performing Arts from 2000-2001 and as company dance mistress with the Hong Kong Dance company from 2002-03.  She completed her Master of Arts degree in Chinese Culture at the Hong Kong Polytechnic University in 2012.  In 2018/19, Chang Qing was the visiting scholar at the Ohio University in Fine Arts (USA) and taught the Dance department as Artist-in-resident.  

Apart from teaching, she gave a public seminar on  “My understanding of Chinese Classical Dance” organized by the City University of Hong Kong (2002), “My understanding of Chinese Classical Dance,” at the Hong Kong  Dance Festival 2006 organized by Hong Kong Dance Alliance in partnership with the Hong Kong Academy for Performing Arts.  Since 2009, she served as an assessor for the Hong Kong Arts Development Council. 

Her choreography includes The Song in the Morning for the  Xiamen Academy for Performing Arts (2003); Precisely Accuracy (2004), Wind Spring Sky (2006), Moment of silence (2017) and When the Pipa stops (2018)  for the Hong Kong Academy for Performing Arts; and Pipa (2019) for the  Ohio University.
